FDIK aflagde besøg i Marokko i marts 2010 som pilotprojekt for vores
Denmark-Morocco Exchange Program (DMEP) for unge.
Jamal Chahdi -
leder for organisation _______________________________________________________
Fdik

Center for People's Rights
Jamal Chahdi -
leader of the organisation
Fdik took part in Centre for People’s Rights’ open debate with their young members. They discussed the question of abuse, what it means and the young members were encouraged to learn to stand up for themselves and give information to the authorities if they experience it. The same goes for the case of school abuse, and teachers abusing and badly treating their pupils. If young people are afraid to speak up and report abuse to the police, they can freely come to the centre where their information will be passed to the authorities discretely.
Jamal Chahdi underlined that it is of utter importance to share the information with the authorities and the centre in the case of abuse and violence.
Jamal also told about the new law that is about to be adopted, that says that Moroccan citizens have the obligation to report to the authorities any case of abuse and violence. Even though the law officially is not adopted yet, Jamal told of a case of man that was already punished as he failed to report the case of a child abuse that he witnessed.
Jamal said that there has been a positive development in the human rights issues in
Morocco
, and that now everybody can freely report the cases of abuse and violence to the authorities.

Ennakhil
Zakia Mrini -
politiker i byrådet
http://perso.menara.ma/~aefe/
http://www.imadel.org/

Zakia Mrini -
politician in the town's council
Fdik’s delegation was in Marrakech, an amazing city where the female representation in local politics have risen from 0,56% till 14,1%. This was told to us by a Moroccan politician Zakia Mrini. Zikia was elected as a chairwoman in the towns council, in one of the Marrakech’s five municipalities.
Through Mina Souddi and journalist Al Mansouri we got in contact with Zakia Mrini. Unfortunately there were some problems, as our delegation waited for a while in front of her office as agreed. At last we called her and were told that the meeting place was now changed and that we should meet her at another location. Since she suggested that we should use her driver, we send our driver home and waited to be picked up by hers. We were driven to her association’s office, where we unfortunately waited for her an hour and a half.
We got a tour of association beautiful and large rooms, there was unfortunately no user at the time we visited the association and there were also no references while we were there in approximately 3 hours.
During the meeting Zakia told us that she is active in several associations, one of them being “Ennakhil”, an association that cooperated with KVINFO couple of times, and that at the moment still has a running project with them. Read more about the association at http://perso.menara.ma/~aefe/
Just like Fdik, Ennakhil also focuses on the work with the weak groups in society.
Zakia told us also about a cooperation with Barcelona Provincial Rådet, an association with which they organized a new institut with, “Institut Marocain pour le Développement lokal”.
Institute’s mission is to influence in a positive way the public politics and programs in connection with local development and promote the
principles of participatory democracy between governmental and non-governmental groups, through education, support and conduct of studies and research. Read more about the institute at
http://www.imadel.org/
Fdik also met Zakia’s brother, M. Mrini, who is also in Ennakhil’s board and works with program “Women in politics”. He told Fdik about the new gender equality law and about women’s rights and the methods they are using to spread the information about the new family law. He explained how they use theatres, songs and music, for example and that the group have written a song about the new law and got a famous singer, especially among housewives and ordinary workers, to perform it.
He told us also that several groups have difficulties in accepting the new family law. Zakia told us that many judges and lawyers still have problems in using the new law in the presented cases at the moment.
Zakia also told us that there are still many opponents of the new law and that the female politicians daily encounter different problems
She told us that the female politicians have done a great effort in order to make Marrakech a more secure city and at the same time she criticized male politicians. For example, the female politicians have built more toilets in the city, something male politicians have never thought of doing before, as they usually use the toilets at the restaurants, bars and cafés.
The female politicians are more serious in their work and they don’t waste their time on an ‘empty talk” as the male politicians, said Zakia. For example, now that female politicians are also
represented in the town’s council, the meetings are more planned and fixed, the male politicians are using more polite language and all the meetings are now finished at
19:00
, as the female politicians need to go home. The male politicians did nothing to stop the illegal building in the city, as they were afraid that they would loose votes in the next election. The female politicians on the other hand work a lot on forbidding the illegal building. The association works a lot on creating better conditions for the elderly groups, while the male politicians would rather use money on the roads and decorations.
We asked Zakia if she has a role model or an idol and she said that she does not. We also asked her what her goal is, and we got to know that she has an ambition to get to the Parliament and that she was sure that she will get elected.
After the meeting we unfortunately had problems with returning home, as Zakia told us that her driver did not have the time to drive us back.
Zakia does not speak English and Hakima Lasham Lakhrissi was kind enough to translate under the meeting.
Kind regards

SOS Diabète
Seddik Laoufir
– formand for organisationen

Seddik Laoufi
r – president of the association
Fdik’s delegation has visited the association SOS Diabète in
Rabat
, and we were well received by the association’s president Seddik Laoufir and the board members.
SOS Diabète is an association with a long tradition, which works, among other things, on acquiring the necessary devices for the measuring of the blood sugar for the people who cannot afford it. Seddik told us that the situation in the public hospitals is sometimes very difficult, and that sometimes diabetics have to wait up to 6 months to get the obligatory check up they normally should have every third month. SOS Diabète gathers many voluntary doctors and nurses and offers the necessary check ups within three months.
The association is doing a very important work in the area, since 13% of Moroccans suffer from diabetes. Many of them cannot afford the necessary devices for the measuring of the blood sugar – however, these devices are highly important, as it is recommended for diabetics to measure their blood sugar at least once a day. The association is working on acquiring those devices and donating them to the people who cannot afford them. The devices are not most expensive, though – instead what the association have problems to acquire are the necessary additions to the devices, the so called’ stripes’, that are very expensive and can only be used once. At the moment they are missing approximately 7200 stripes (accu chek, Active and GO brand) and they hope that we can help them in acquiring this. These are very much needed by the older diabetics and especially women as this group is most likely not to have any income.
SOS Diabète arranges various campaigns and free check ups for those who cannot afford it. They also go to the villages, where they offer free check up for the blood sugar in schools.
The association is very much dependant by the sponsors and donors and is interested in cooperation with a similar association from
Denmark
. They would like to exchange ideas and organize visits to and from
Denmark
in order to learn from each other’s experiences.
We have also met one of the doctors who is volunteering in the association, Dr Zainob Elmouzoni. She has told us that she and the other doctors are very much interested in exchange visits between doctors in
Denmark
and
Morocco
. She pointed that the visits would mean a lot to the experiences for both Danish and Moroccan doctors.
Both the voluntary doctors, who also work full time in the public hospitals and the board members are interested in the exchange.
After the meeting at their headquarters, Fdik was invited to the lunch by the president of the association.

Ministeriet for Unge og Sport
–
Yacine Bellarab
– Direktør for afdelingen
V
i

Ministry for the Youth and Sport
– department cooperates with several youth clubs and associations from different countries
Yacine Bellarab
– Head of the Division
Fdik’s delegation had a meeting with Yacine Bellarab, from the ministry for the youth and sport. We were very well received and we got the opportunity to hear more about the different exchange programs that the department already has been part of. He told FDIK about the exciting exchange program that he is working on, between Moroccan and foreign young people.
The ministry is cooperating with different international youth clubs from many countries. Cooperation takes place in two different ways, first being indirect exchange – the ministry contacts the foreign youth clubs, exchanges information, and eventually invites different foreign groups to different events and festivals in
Morocco
. Department is in contact with 4000 different associations and youth clubs from
Morocco
and abroad, and they are encouraging them to be in contact and to communicate with each other via sms, Facebook and email.
The other method is the direct exchange, where youth groups from different countries such as France, Germany, Spain, Portugal, Greece, Bulgaria, Rumania, Italy, Japan, Tunisia, Egypt and Senegal are invited to Morocco and take place in various theatre, music and art festivals. At the same time, the ministry sends around 700 young Moroccans from many different youth clubs to similar festivals and events abroad.
Every year the ministry stands for the organization of the International Youth Meeting, an international festival where the young people from various countries get the opportunity to present their country, play their national anthems, and prepare meals from their countries. Every country sends a group of approximately 15 – 20 young people (both boys and girls), who get the opportunity to stay in
Morocco
15 days. At the same time the ministry organizes different excursions in the town for the visiting groups, so that they can get the opportunity to experience the traditional
Morocco
. Every participant pays a fixed amount, but generally all the costs are covered by the ministry. The ministry is very interested in welcoming a group from
Denmark
, since they never had a visiting group of Danes participating in their activities and festivals.
The ministry is also responsible for the program of the International Music Day, which takes place from 18

of June. The festival gathers groups of young people between the age of 16 and 22, which perform and present their music. Further more, the ministry is very focused on the background of the young people they send abroad, as they choose the youngsters that are very active in their voluntary work and have good education and no criminal past.
FDIK is also very much interested in the cooperation with the ministry in the connection with our
Denmark
– Morocco Exchange. We think that there is a lot of possibilities for the exchange and we would like to explore more all the potentials for the further cooperation between the ministry and FDIK.

-
en forening, som blev stiftet i 1998.
Foreningen arbejder nationalt for at fremme uddannelse i landdistrikterne.

association, formed in 1998.
Association works nationwide, in order to promote education in villages and rural areas. CSSF cooperates with 23 associations and together they have over 400 volunteers.
FDIK’s delegation held a meeting with several female representatives from CSSF. CSSF informed us of an investigation that shows that 25% of Moroccan girls from villages and rural areas drop out of school after the fifth grade. Therefore, CSSF sends their volunteers till the villages all around
Morocco
to talk to the girls, and find out whether they would like to continue their education. After that initial stage, the association makes a contract with the parents, as they have to sign the contract that they accept that their daughter will continue her education for at least 3 years without breaks.
Education is sponsored by one of the many sponsors the CSSF is cooperating with.
Association is the one of a kind in
Morocco
and the other Arabic countries. In
Morocco
there is a school obligation for children aged 7 –15, but many started to drop out already after the fifth grade. Most of them are girls.
Association’s mission is:
- to promote access to and keep girls from the rural areas in schools on all levels
Association’s values are:
-
Human Rights culture
-
Participation
-
Union
Association’s vision is:
All the girls from rural areas and villages have the access to a high quality education and at the same time have awareness of their role and rights in the society.
Association’s goal is:
-to provide support and carry out actions in order to improve the school application process and the school conditions and in order to improve the quality of education in Morocco.

Khadija Rouissi
- rådgiver for organisationen og dens præsident
Khadija Rouissi er formand
for foreningen Bayt al Hikhma
(forening, der arbejder for kriminelles retssikkerhed). Læs interview på:
http://www.magharebia.com/cocoon/awi/xhtml1/en_GB/features/awi/features/2009/06/23/feature-01

Human Rights Council
- grounded by the late king Hasan II in 1993. The Council cooperates with the UN, as several of its members are active participants in the UN:
Khadija Rouissi -
counselor
for the organization and its president
Khadija Rouissi is chairwoman for the association Bayt al Hikhma (association working for the rights of the criminals). Read more about here in the following interview:
http://www.magharebia.com/cocoon/awi/xhtml1/en_GB/features/awi/features/2009/06/23/feature-01
Khadija has taken a part in the women’s right fight in
Morocco
. Her family members were very active during that period as well, and her brother has been killed in his fight for the human and women’s rights. Khadija has been in prison where she experienced torture, but as she explained; being tortured and imprisoned could not stop her from continuing her fight.
Khadija is very glad and satisfied with the achieved result on the behalf of the Moroccan women, even thought there is still work to be done.
We met Khadija Rouissi in order to hear more about her work for the Human Rights Council and also her voluntary work for the Bayt al Hikhma association, where they focus on the exposed and criminal children. Association have operated several subgroups with different tasks within association’s general goals; among other things association stands for various lectures about how the system can help the young; they also organize courses for the police and gendarme (the special police force that operates outside of the city borders) about how they should treat the young in order to avoid conflicts and misunderstandings. Further more they are educating the police and gendarme in how to create a dialogue with the children in question, in order to try to get them away from the streets. Even though the association is voluntary, they work with professional psychologists, lawyers and councilors.
Khadija is also very active in the women’s movement in
Morocco
. She told us about the new gender law in
Morocco
, which was adopted in 2004 by the king’s declaration. It has been a long and difficult fight for the women to get their equal rights and to change the old, often oppressing, laws.
For example women do not need to get their father – or brothers’ permission in order to get married. Further on, girls can now first get married when they reach the age of 18, whereas earlier they could marry already at the age of 16. Also, if a woman has got a child outside marriage, the child has a right to his fathers’ last name, as well as the right to inherit his father. This means that the child has exactly the same rights as a child born within a marriage.
Further on it is now forbidden for a man to have more than one wife. Finally, the new law also says that a man and woman should share all the property in the case of divorce, as long as it has been earned together.
Fight for women’s rights means that
Morocco
is the first Arabic country that has put focus on gender equality.
Morocco
can therefore be considered a possible inspiration for gender equality in the rest of the Arabic world.
Kind regards
